New idea for a thematic Volibear

So I had a discussion with a friend about Volibear vs Orrn because of the new lore changes. His ult sounds cool and fits his lightning armored bear theme but it doesn't really feel like an impact ult. like it isn't super special or play making whenever he does it. So we got the idea to trade his R ability and his E. So think of it this way... His E would have that static shiv passive of his that is toggleable like Singed's Q and costs mana per autoattack. His Ult could be a larger and more dramatic roar that can be charged. He'd have a regeneration and healing multiplier tied to the time he charged his ult for and upon activating the ultimate a second time the regeneration and healing multiplier (like, +5% per second and can be charged for up to 5 seconds rank one and rank three would be +10%) would be active on him until he next leaves combat. The second activation would also make him roar, affecting a radius close to a teemo's AA range that would briefly fear ranged champions and taunt melee champions. Maybe the range of the roar's effect could be paired with his maximum health and/or he could have an AP modifier to his regen and healing buff on the ult. Any thoughts?
