Resetting MMR/ELO

Just wondering why Riot hasn't started charging IP/RP for full MMR/ELO reset. You could of had a bad run and dropped divisions but the class of player you are playing with could be too much to carry. Seeing as league is a team sport and you cant climb by your solo play, you could get stuck in that division.
