Samely, the Winter's Storm
Samely [sah - meh - lee] is a small winter fairy just a tad smaller than the average size of a yordle. She is a marksman where she summons a mini storm at her target's location after a brief delay, this means her attacks can pack quite a punch with slight counterplay with the ability for the opponent to dodge some of her basic attacks. Because her basic attacks are on a set delay there is no travelling projectile, only relevant for abilities that can stop projectiles.
Basic Attack Range: 600 units Movement: 330 units per second
Storm Power (Passive): Samely's basic attacks cannot critically strike, instead her attack damage is increased based on her critical strike chance.
Samely's basic attacks mark her target for 1 second, if she hits a marked target with a basic attack then the mark is consumed to cause the attack to deal 50% increased damage, this value is enhanced to 75% with an Infinity Edge.
Samely's basic attacks do not travel, instead they appear at their destination after a 0.4 second delay, if the target is no longer at that location the attack will miss its target completely.
Magic Storm (Q): Cooldown: 6/5.25/4.5/3.75/3 seconds; Cost: 60 Mana; Range: 950 units Samely creates a miniature snow storm in the target direction to deal 60/80/100/120/140(+40/50/60/70/80%bonus AD)(+60%AP) magic damage to enemies in its path.
Wall of Ice (W): Cooldown: 19/18/17/16/15 seconds; Cost: 100 Mana; Range: 1000 units Samely creates a blizzard so thick with snow that it appears as a wall of ice 500/600/700/800/900 units wide for the next 5 seconds freezing enemies that attempt to go past the wall for 1.6/1.7/1.8/1.9/2 seconds, this wall stops dashes that attempt to go past it. Enemies can only be frozen once per Wall of Ice duration.
Freeze durations cannot be reduced by Tenacity.
Frost Trap (E): Cooldown: 0.5 second; Cost: 65 Mana; Range: 800 / 600 units Passive: Samely creates a trap every 20/18/16/14/12 seconds, up to a maximum of 1/2/3/4/5 traps held at one time.
Active: Samely creates a frost trap at the target location that will stealth after a 0.75 second delay, granting a small amount of vision around it, and remaining in play for up to 300 seconds. If an enemy champion steps on this trap will detonate to create a large area of frost for 4 seconds reducing enemy vision by 40% and slowing enemies within by 40/45/50/55/60%.
The Grand Blizzard (R): Cooldown: 140/120/100 seconds; Cost: 100 Mana; Range: 2000 units Samely creates a large, powerful blizzard around herself for the next 3/4/5 seconds removing all vision from enemies within the blizzard while dealing 20/30/40(+35/40/45%AD)(+40%AP) true damage per second.
