Pausing the game for dc's

In DotA, if someone DC's, you and f9 to pause. If someone is afk, the enemy team can't unpause for at least a few minutes or until the DC's player comes back. The remake in DotA is basically if they are DC'd before first blood, the game doesn't count and everyone can leave. Each player gets 3 pauses and can't pause again for a certain period of time but other teamates can. We need to implement this in the game.
