After having watched the above linked video on path 5.24 I feel like asking what are your thoughts on rare spawns? With scuttle crab, the dragon-acquisition buffs and recently the rift herald... why not?

What did you have in mind? Rare spawns like some MMOs have (occasionally find a rare creature somewhere that gives a special drop or bonus, most of the time isn't there) or something else?

What if there was a monster spawning on the bush between two allied tower turrets?

It could be interesting lane-wise. Maybe with some wonky related effect that is useful also for late game. Like, imagine a possessed tree that attacks when you attack it and, once defeated, allows a faster recall and the ability withing some seconds to cast again the recall to recall back to where you recalled! It would also make the teleport top far less mandatory, and it would not be free to take because the tree attacks back, so if you are in a lane with a 1/10 of health then is better to just back normally.

What would be the implications of something like this?

no rare spawns, just add more buff types, for example: yellow buff giving bonus armor, green buff giving hp and massive hp regen, etc. random rare spawns is too balance heavy, i'd be hard to balance that
