Lore: Phoenixes are the strongest of elementals, constantly living through cycles of rebirth. They are living incarnations of vast and pure elemental energy. Though Phoenixes are typically represented as birds, they are elementals and can take any shape they choose. With the power of ancient magic, Celeste has become akin to a god and now wishes only for rest. But her work won't be done until the misuse of magic is ended.

Passive: Elemental Disruption Casting a spell gives a charge of Disruption for 2 seconds, up to 3. You gain 250 range and 25% attack speed per stack of dissonance Attacks steals 3% of the target's missing mana per stack of disruption

This makes you ranged for a bit. Good against enemies low on mana. The stack is not expended but expires quickly without additional spell casts.

Q: Phoenix Fire 0.5 second cast time, Ground targeted AoE skillshot fired from character in a straight line, revealing the surrounding area. 100/155/210/265/320 + (40% AP) magic damage 120/140/160/180/200 Mana 20 second cooldown(12 with max cdr) 0.1 second windup, 0.4 second wind down 1000 Range, 700 Speed, 250 Radius

High cooldown long range nuke.

W: Celestial Array 0.5 second visible delay, summons a ground targeted AoE circle at target location, stunning enemies hit for 1/1.25/1.5/1.75/2 seconds 100/130/160/190/220 + (20% AP) magic damage, 30/50/70/90/110 Mana 16/15/14/13/12 second cooldown(9.6/9/8.4/7.8/7.2 with max cdr) 0.15 second windup, 0.3 second wind down 700 Range, 100 Radius

Hard to hit stun bot skill.

Just a cursory comment before i dig in an tear apart; Mage/Marksman has historically been hilariously broken/oppressive and is a beyond terrible combination because of the conflicting stats.

YAY more weird shit. what do you mean by wind downs on this champ? P: i like the idea but feel the cap for scaling is high.(as a tear would probally be core on her does the mana count as spent before refund and does it count chock procs for the bonus attack speed?) Q: am i right in thinking of it like karma Q? W: ok i don't see anything wrong with it. E: dick move central here aoe hybrid aa that increase attack speed. (I'd appreciate if the burn was lowered seems a little overpowered atm) R: I love and hate this spell. I'd love to see something like this in league but seems like it would run into the same problem as zils old w. I love the idea of a hybrid caster type but think the execution could use some work. thank you for sharing.

so first off; the passive. Passive: Mana Cycle Casting spells gives 1% attack speed for every 10 mana spent for 5 seconds, stacking up to 300%

_This is incredibly broken. Its actually very easy to hit and maintain this cap with runes. I can easily imagine mana regen runes+tear+essence reaver being core and wrecking face because the ability to have just item 3031 and item 3508 while being rewarded for being hybrid is beyond overpowered. item 3031 item 3508 item 3027 item 3042 item 3003 item 3158 would be the build of choice i feel. _

_This goes against ALL of riots design philosophies. This is ultimate level damage and no ability will ever cost that much without some kind of stacking mechanic. Damage needs to be reduced to reasonable levels. Mana needs to be reduced to reasonable levels. What is the 1400 range thing? From what i understand this ability is like a shyv fireball. the range may need to be addressed as well. _

_This is just a much more powerful veigar W with smaller size. you might as well make it a projectile like the Q and give it the soraka starfall missile speed thing. 700 range is also pretty huge. thats just a little less than a warwick ult range. _

E: Radiance Toggle: Attacks deal 20/30/40/50/60 + (15%/20%/25%/30%/35% AP) bonus physical damage and burns all enemies within 150 radius of the target for 3%/6%/9%/12%/15% max HP over 3 seconds as magic damage. Burned targets are revealed. 60/70/80/90/100 Mana per attack

Get rid of the %HP. Its un-needed. Otherwise this is a pretty decent steroid.

R: Resurgence Lower the cooldown of target ally champion’s abilities and items by 40%/70%/100%. This ability has half effect, cooldown, and mana cost if used on an ally, 600/900/1200 Mana No cooldown on self cast 20 second cooldown(12 with max cdr) on ally cast

No. Zilean had this ability at one point, and it was hilariously broken. My suggestion is to start from scratch with this one and make it like phoenix from dota 2, or a form change like swain. Personally id suggest the form change; you could make it cost mana per second and increase critical strike chance by 20/30/40% while active in addition to increasing movement speed for that glorious chase. ** Honestly this concept looks like it would belong in dota.**

Are you insane?

200 AoE base damage on an 11 second cooldown, which scales up to 600?

AoE 2 second stun?

Constantly refreshing abilities?

Confusing, overloaded passive that makes little thematic sense?

Ridiculous mana costs that makes this champion either useless or blantantly overpowered?

This is a mess of a concept. A long range burst CC mage with massive bases, shitty scaling, atrocious mana costs, that is encouraged to auto-attack?
