Champion/skin creating Contest!

NA has some very popular champion ideas, and some skin ones. Although some skin concepts (Pop Star Ahri, Pool Party Ziggs) have been used, and I"m guessing some other regions have inspired skin ideas too, there has yet to be a fan-made champion brought to life. So I propose a contest. Rito looks thorough the top 20 or so skin ideas in each region that they like, and ask the community to vote on them. The most voted champ for each region would become a champion at some point(probably when all the champ currently in development are released, so we'd see these fan-made champs in 2019 or so if the contest came out this winter.
