My review of Elinet, the Glitch Bane
Appearance: Dolga is a tall, angular man of Shuriman descent, about Taliyah's skin color, who stands hunched over, exuding an air of melancholy He wears a series of flowing, layered white robes trimmed in purple, and in lieu of walking, he glides over the ground, the lower half of his calves downward cloaked in a chaotic vortex of white energy. His right hand is constantly in motion, stretched out in front of him with a clenched fist crackling with white power. His left is constantly clutched at his face, covering his left eye. The left side of his face, or what's visible, is fractured, white energy coming out of the cracks. His voice is a deep, gravelly one,
Lore: Why did she listen to me? Why did she listen to me? O Fates, what were my mistakes? For what reason was I made curious? Why did I feel the need to pursue the truth behind the world? She didn't deserve this. Nobody does. Dolga—or so he calls himself—was a young Shuriman noble long ago, before Azir's cataclysmic Ascension. Despite his coddled lifestyle, he was a curious child, one that would spend hours, if not days, simply observing the world around him. As he aged, he found another who shared his passion for knowledge: Ayna, a young desert nomad who had come to the capitol city to enter into the prestigious University. The two became students, then colleagues, working together with zealous fervor on anything they were assigned. They excelled, repeatedly besting those far elder to them in both magical and intellectual fields. They were completely inseparable, and inevitably, Dolga's fondness for Ayna grew into love. He worked ceaselessly, feverishly, in attempts to reach for ever-greater achievements, hoping that while he could not muster the nerve to confess to her himself, his deeds would catch her attention in the same way she caught his.
In this pursuit, he delved further and further into the inner workings of reality, trying to discern what made the world tick. Years later, approaching his graduation from the prestigious institution, he found a tome that contained what seemed the perfect spell deep within the massive library of the University. He ran for Ayna, and breathlessly gasped out something like what he was planning. Cautious but curious, she stayed, watching as he began the spell.
For the briefest moment, it seemed to function as promised: the concretion of reality wore thin, and for the briefest moment, Dolga found that he could see the Pattern that wove behind the world. Then, in a moment of weakness, he reached out and tugged on one of the threads. It snapped.
With a rush of white power, the spell backlashed into and around him. An enormous explosion of energy blasted out of his body. Ayna was killed instantly, and most of the University was erased from existence. In the ruins was suspended Dolga, or something like him. His legs were gone, replaced with a swirling cone of force. His left eye was a vortex of whiteness, and the side of his face in which it sat was spiderwebbed with cracks that bled energy. Identity and mind fractured and thrown into disarray, he fled the city, seeking refuge in the deep desert. And so it was for the span of ages.
Now, Dolga has resurfaced. Though his mind is still splintered and he remembers only hazy fragments of his past, he has had thousands of years to perfect his mastery of the fundamental forces of the universe. He has sought the strongest beings of his world and the rest with one goal: either reclaim his broken thoughts, or to forge a new identity for himself, to become once again a complete being.

Dolga does not use mana to fuel his abilities. Instead, he uses Gravity. His total Gravity pool increases from 300-600 as he levels, but otherwise cannot be increased by any means. Gravity does not regenerate or decay. Last hitting a minion grants 10 Gravity. Hitting enemy champions with autoattacks or abilities grants 10% total Gravity per instance, up to 20% per ability. Getting a takedown on a champion immediately fills 50% of your Gravity.
Passive: Drawing Down
Dolga's abilities gain an additional 4% AP scaling for each ability on cooldown, increasing to 6/8/10% as his R is leveled. Stacks up to three times.
Q: Graviton Spike Cooldown: 8 seconds Cost: 70 Gravity Range: 850 After a .3 second delay, Dolga conjures a white spike of gravitational energy. It deals 80/120/160/200/240 (+60% AP) damage and slows by 15/20/25/30/35% for 1.25 seconds on cast. It disappears in a flash of energy 3.5 seconds later or when recast, dealing 40/60/80/100/120 (40% AP) damage and slowing for the same amount, but for .5 seconds. For .5 seconds after casting, Graviton Spikes are Unstable, and cannot be recasted or targeted by Shatterpoint.

W: Singularity Well Cooldown: 19/18/17/16/15 seconds Cost: 60 Gravity Range: 700 A vortex of brilliant white light appears at the target location, slowing, grounding, and dealing damage per second to all enemies caught within it. It lasts for 2 seconds, dealing a total of up to 150/200/250/300/350 (90% AP) damage with a 35% slow. For .5 seconds, Singularity Wells are Unstable, and cannot be targeted by Shatterpoint.

E: Strange Gravity Cooldown: 16 seconds Cost: 130 Gravity Range: 500 Dolga flings a tether. It stops on the first enemy champion hit, and Dolga begins a brief channel of 1/.8/.6/.4/.2 seconds. After the channel is successful, Dolga and the enemy are pushed away from each other. Reactivating the ability during the channel will instead pull Dolga and the enemy closer together after the channel. Both champions move the same distance.
Say upon successful channel: "Away with you!" "Come to me!"
Ultimate: Shatterpoint Cooldown: 40/30/20 seconds Cost: 200 Gravity Range: 850 Dolga channels the force of gravity, instantly rupturing and shattering all Graviton Spikes and Singularity Wells in a small area of effect. If he shatters a Graviton Spike, it deals the recast damage and Stuns for 1.25 seconds. If he shatters a Singularity Well, the remaining damage is dealt in a burst, and any enemies hit are grounded for 1.75 seconds. Shattering either deals an additional 75/150/225 (30% AP) damage. Enemies can only be affected by the bonus damage of Shatterpoint once per cast.

Playing as Dolga:
Dolga has a somewhat risky early game to make up for his high damage and zone control. While he has a slightly higher basic attack range than others, his attacks hit very lightly. You want to be careful about when you go in for some Gravity-gaining attacks, since your base health is very low. Poke with your Q, and as it's fairly easy to escape, only use your W when you know you'll be able to get some CC with a jungler ganking. Save your E for ganks for a disengage or engage, and generally try to play it safe. Your early laning isn't ideal.
Once you level Shatterpoint, though, things change. You suddenly gain a significant amount of kill potential with a W>Q>R combo to detonate both the Graviton Spike and Singularity Well at the same time for a stun and boatload of damage, though it's gated behind a minimum delay of .8 seconds.
During mid and lategame, your job is simple. With Shatterpoint's extremely low cooldown, you can always be ready to teamfight, and that's what you should be doing. Spam your Q and, once it's maxed out for the CDR, your W, to apply as much damage and slow as possible, and as soon as someone gets locked down or becomes incautious, hit them with a Shatterpoint combo to pretty much remove them from the fight as long as they aren't a dedicated tank. You're still squishy, so be careful with it, but some decent plays can be made by singling out a squishy mage or ADC and yanking them into your team with E. Just be sure to build some tanky items so you can survive the inevitable fallout from the enemy team.
An ideal build path should take advantage of your passive and decent scalings, packing a lot of AP and CDR while still retaining some defensive stats. An example would be as follows:
