[Champion Rework]: Ashe, the Frost Archer

Passive: Focus Ashe deals 30/40/50% (at levels 1/7/13) increased damage on her critical strikes.

Q: Frost Shot Active: After aiming for 0.35 seconds, Ashe fires a frozen arrow in a line which deals 60/110/160/210/260 (+ 70% AP) to all enemies it passes through and reduces their attack speed by 20/25/30/35/40% for 2 seconds. Range: 700 Mana Cost: 50/50/50/50/50 Cooldown: 12 seconds

W: Volley Active: Ashe fires 7 arrows that deal 40/50/60/70/80 (+100% AD) physical damage to each target hit and slows them by 15/20/25/30/35% for 2 seconds. Each arrow will only hit one enemy. Range: 1200 Mana Cost: 50/60/70/80/90 Cooldown: 10/9/8/7/6

E: Hawkshot Passive: Ashe gains 3 bonus gold for each unit and structure killed. She gains triple the gold if the killing blow was a critical hit. Active: Ashe sends out a hawk to scout an area, giving vision to Ashe and her allies as it travels towards its destination. When it reaches the end of its destinaton, the hawk gives vision of the area within 1000 unit for 5 seconds. Range: 2500 / 3250 / 4000 / 4750 / 5500 Mana Cost: 0 Cooldown: 60/50/40/30/20

R: Enchanted Crystal Arrow Active: Ashe fires a missile of ice in a straight line. If the arrow collides with an enemy Champion, it deals 250/425/600 (+100%AP) magic damage and stuns the Champion for up to 3.5 seconds based on how far the arrow has traveled. After contact with a champion, the arrow breaks releasing 14 arrows each applying the damage and slow of volley to all enemies around the champion. Range: Global Mana cost: 100 Cooldown: 100/90/80

This the passive would make her op but that aside. Her Q frost shot and R ECA is what defines ashe as the frost archer I don't see any permanent slow in the kit and for an adc to have a 40% attk speed slow is crazy when she also has a stun no adc would stand a chance in lane vs her and she would scale into godlike carry status I'm the late game due to her passive

I like the passive a lot - her current passive scales against her late-game gearing which is odd - it encourages her to poke when she really doesn't have the kit to hit and run like a poke champion - so her passive definitely needs a rework.

I don't like her charge-up Q though, she's already immobile enough as it is without having to stop to cast.

Her Volley should be a passive snare, her constant on-hit snare should be gone - but Volley should instead always apply snare, and possibly a longer lasting one than current - or a more potent one for a shorter duration.

I don't think ADs are supposed to be so incentivized to use AP - potentially Ashe should be a full AD hypercarry - that you counter with ganks and armor, but don't want to go toe-to-toe with - so both your proposed Q and her R (ECA) should be AD scaling IMO.

I would propose something more like:

Passive: Ashe deals 12% bonus critical damage, plus a further 1% each level (13% at level 1, 30% at level 18).

Q - Everfrost - Ashe fires a skillshot that roots a target for 0.75-1.5 seconds and deals damage

W - Volley - Ashe fires a volley of arrows that deal damage and snare apply a 30-40% snare for 2 seconds

E - Prismshot - Ashe fires a prismatic arrow that reveals the area along its path (Hawkshot makes it sound like a Valor/Quinn thing)

R - Enchanted Crystal Arrow - current ultimate but with AD scaling

I would also consider either buffing her base movement speed, or increasing her range to 650 like Caitlyn. Modern ADCs need some kind of dash or escape, or long-range poke to be viable - they either need to be like Vayne/Lucian/Kalista, or like Jinx/Caitlyn - and I think Ashe makes more sense as a long-range skillshot / sniper who lacks even Caitlyns net-escape, but compensates by being more dangerous in a late-game ADC duel than Caitlyn.

You need to be super careful about ganks, you need wards desperately because if you get opened on you wont make it back to turret, but if it comes down to slugging it out with the enemy ADC, Ashe probably wins. The flip side is, she isn't quite as bursty as Vayne/Lucian/Kalista - so a duel there relies either on Ashe landing her skillshots (Q, W, R) versus the close-range ADCs dodging Ashe's skillshots.
