Will there ever be a champion based on speed?

Will there ever be a champion where his ultimate will be a huge flash and like his q,w,e are based on ad/speed. kinda like hecarim but he relies on it more. I feel like this would be a cool mechanic. Idk may be a little op. I'm sure you could make it to where it would work though.
