Retox is the most infamous woman in every universe she's travelled (and hasn't travelled) in. She journeys to the ends of space, learning the secrets of every universe. She uses these secrets in science, betting on what would take place or what they would discover in the future. She nails it every time, but when she's found out, she's hunted down, but is never found. She's seen the most mysterious events in every universe, from the start of each universe to the end. She could be the savior, or the end of everything. She has not been seen for the last hundred years, from the entire multiverse. The only question now is: Where is she?

Now, Retox, you need to leave this place. They're going to find both of us if you stay. This realm was never meant for beings from your multiverse. Just remember what I taught you. Stay hidden, and wait for my order.

I don't think I need you anymore, master. I believe I can do this on my own.

Oh, but you do need me, if only you knew what would happen to you if I wasn't around.

As Retox left the realm she was in for a century, she opened a portal to her hometown, twisted beyond belief with madness. As the strangers looked puzzled upon her floating body, they trembled in fear.

"At last! At long, long last! The gate between universes has opened! The event two hundred years prophesized has come to pass!" She laughed with a twisted grimace. "For one hundred years I've been evolving in my own dimension, waiting for the perfect moment! Name's Retox, but you can call me your new overlord!" She laughed much more."Welcome one and all to Armageddon!"

Kit

Passive - Reborn: Trapped inside her own dimension for a century, Retox's mind is twisted and cruel. She believes that all things must end as soon as possible, and that she is supreme. Welcome one and all to Armageddon! Retox can defy the rules of any universe, able to bend time, destroy gravity, and create anything out of nothing. Her abilities are based on breaking the rules, and the universe becomes more unstable the more she uses her abilities. Each ability used decreases the stability meter of the Rift. (50 points) Upon reaching 0 points, the Rift transends into an alternate universe, one in which Retox reigns. While unstable, Retox's cooldown reduction is increased to 50/60/70/80%. This unstable dimension lasts for 4/5/6/7 seconds.

Q - Gravity?: After 1.5 seconds, Retox removes gravity in an area for 1 second. All enemies in the area are knocked up for 1 second and take 80/90/100/110/120 (+50% ap) when they fall. "Up and down, up and down..."

70 Mana 12/11/10/9/8 second cooldown Type: Target Location

W - Nothingness Shield: Retox creates a shield around herself for 3/3.5/4/4.5/5 seconds that absorbs all incoming damage, dealing damage to enemies equal to damage absorbed. "If I can make this, can I make money grow on trees?"

No Cost 15/14/13/12/11 second cooldown Type: Self

E - Times Square: Retox creates a prison at a target area after 1 second, dealing 100/120/140/160/180 (+60% ap) damage to enemies within it, that lasts 1.5 seconds. Enemies inside the prison have their cooldowns stopped for the duration. "Huh, thought it would look like a clock? Nah, it's a cube."

R - And SPACE!: Retox unleashes an unearthly laugh before making the Rift unstable for ten seconds, blinking to any enemy champion she chooses. "Welcome one and all to Armageddon!"

All other champions are trapped in time for 4/5/6/7 seconds, while the Rift reverts back to its stable self. Trapped champions, even allies, have their cooldowns, health regen, buff or debuff duration, or any other timed or constant uses stopped until Levels 1/6/11/16

R - And SPACE!: Retox unleashes an unearthly laugh before making the Rift unstable for ten seconds, blinking to any enemy champion she chooses. While this is active, a champion on her team is removed from stasis every two seconds.

So this is one of those cases where you probably need to consider A: ease of implementation, and B: fun of other players a little more.

The ability is REALLY cool for the Retox player, but everyone else is not only thrown off in their timing and locked out of the game, but the ultimate is effectively "kill 1-2 people on the enemy team for free every time it is up, and also win teamfights entirely since your allies get to move when the enemies don't", and the passive is a free kill as well. That's REALLY frustrating and unfun to play against (or to have her on your team, frankly), and I'd suggest these portions of her kit need a fundamental redesign -- especially since it's overpowered in addition to being unfun to experience.

It's hard to look at the rest without this problem addressed though, since so many of her abilities are designed to interact with this moment of frozen time.

In general, though, I'd recommend against interacting with other champion's cooldowns as a general rule. There's probably some situations where it's okay, but throwing off learned player timing and patterns can be annoying to experience.

It's possible you could get a similar feel to the time-warp effect by giving her a speed + attack speed buff (and maybe some bonus CDR that can break the CDR cap), which would let everyone else keep playing, but have the Retox player effective enter a "super speed" form that would represent everyone else's perception of time slowing.
