Ruined King Idea
I apologize for lack of visuals as I have poor art abilities.
So i was not aware that The Ruined King was going to be an actual thing in league, but it coincided well with an idea i had been sitting on for a while. Bear with me here, this is going to take a while.
Morotus, The Ruined King
A bursty fighter with alarming sustain, Morotu is a make or break champion. He lives for one-on-one combat but struggles against large forces. Although squishy, his damage can bring all his foes to their knees.
Lore: Long ago, there was a kingdom. Glorious and radiant it shone like the sun. It's king ruled with wisdom and grace and protected his kingdom from all dangers. However, the king grew ill. He called his son to him as he lay on his death bed, confiding in him the powers of the king and relinquishing his own blade to the boy, vowing it would protect him and his kingdom from all dangers. The boy learned the sword was enchanted, able to defend against all threats. He kept it by his side day and night. He grew to be a worthy leader, gentle and kind to all his subjects. But all things end. Meddling sorcerer's sought power no mortal could possess and began an ancient ritual to reverse the powers of death. Fearing for his people, the young king tried to stop them. The sorcerers, however, were not stopped in time. Their power tore through the veil and unleashed destruction like nothing the world had ever seen. The young king watched in horror as death approached his kingdom. But his father's words echoed to him, the sword he wielded could protect the kingdom from all dangers. He unsheathed the glowing blade and stood to face the onslaught. A wall of agonized souls washed over him and his blade shone ever brighter.despite it's power, it could not stop the assault nor seal the breach, but it could still save the souls of the kingdom. And so it did. The young ruler watched as the souls of his people were torn from their bodies and drawn into the runes of his weapon. The golden light faded, replaced by the shadow of death. The king felt his own life slipping away, drawn to the oblivion of his sword. Soon, all he knew was darkness.
Darkness. His first thoughts were darkness. He could feel the mass of souls surrounding him, fragments of those he once protected. He tried to recall himself, but no memory surfaced. He struggled to be free, but was held tight by enchantment. Furious, he called on the strength of his subjects and fought, pushing against the chains that bound him. They bent, and finally shattered. The shade rose out of the sword that had shielded him for millennia. He looked down at his spectral form, a shadow of who he once was. He could hear the souls calling from his blade, calling for freedom. The once holy weapon now as corrupt and twisted as the misty land around him. He tried to reach for it but found there was no hand for him to move. He focused his mind on lifting the sword, reaching for it, doing something. He felt the souls swarming around him and was struck with a thought. He was a king. He was their ruler. He was their LORD. He changed his focus to the souls that were trapped in the sword and used his overwhelming presence to overpower and enslave them, one by one. As each soul was added to his conscious, he could feel his power grow. Finally, he could feel his presence become akin to what he once was. Almost... human. His power spread to the mists around him, commanding them as easily as the souls of his kingdom. The fog coalesced into a ghostly hand, which spread to a spectral arm. A chest plate of bone grew across his body, covering him in the likeness of a demonic skull. As his body was completed, only one thing remained of his old life, the elegant, twisting crown that he once possessed. The once shining gold now tarnished and silver, with an obsidian shard grasped between its carefully crafted vines. He grasped the hilt of his sword, his blade, and pulled it from the bone-strewn ground. Powered by the agony of his people, he vowed to avenge the loss of his kingdom, and if possible, bring an end to the plague of undeath that had ruined him.
Morotus is a shade like figure who spawns from the runes of his sword, can conjure his weapon from mist and dismiss it just as easily. His main role is to deal damage to priority targets on the other team. However, with out life steal or other sustain skills, his squishiness will ruin him once more.
Passive: Mark of Ruin Dealing damage to an opponent will place a mark above them. basic attacks and abilities fill the mark. When the mark is full, the next damage dealt to the target will proc the mark, destroying it and dealing bonus damage (AD) to the target based on how much damage was stored in the mark. Morotus also heals for a percentage of the bonus damage.
Q: Vengeant Strike Morotus's next basic attack deal bonus attack damage and heals him. If the target dies the cool down is reduced and the heal is increased.
W: Death's Blade Morotus hurls his sword in a target direction, dealing magic and attack damage to all units struck as well as slowing them for a short time. At the end of its' flight, the sword shatters in a small AOE and reappears in Morotu's hand.
E: Shade Walk Morotus fazes in a target direction, becoming untargetable and dashing forward a short distance. Upon rematerializing Morotu slashes in a wide arc, dealing attack damage to those in front of him.
R: Agony of the Saved Morotus channels for a short time and plunges his blade into the ground, unleashing a wave of souls. All caught in the wave are dealt magic damage, have their marks procced and have fresh ones added. The souls then return to Morotus and heal him for a percentage of damage dealt.
Please forgive the lack of percentages and calculations as I have no experience in balancing champions.
Suggested builds: Morotus is all about that sustain, he doesn't need to focus on dealing damage primarily since his mark can burst people down effectively. Start with a doran's blade and a pot for the start. Rush a BoRK on him in order to get his attack speed up and follow up with a bloodthirster. If you're opponent is tanky then I would consider building a last whisper. Otherwise, Guinsoo's Rage blade or a Hextech Gunblade should increase his sustain nicely. Defensively I would build a spirit visage for sustain and sunfire cloak for a little more damage for his foes.
Bad against:
Garen's sustain and tankiness makes him a hard nut to crack, if he's losing to Morotus, it's easy for him to pull out and regroup before going in and DEMACIA-ing his face.
This little **** has the range and mobility to keep out of Morotus's reach and a blind to keep the mark from filling and proccing. Also, mushrooms make Morotus's escape route a little trickier to get to successfully.
Although Tryndamere and Morotus can be pretty even, one undying rage and Morotu's mark is useless. Keep an eye out for the chicken as well as Morotu has limited escape options.

UPDATE
So after some much appreciated feed back I've tweaked a few things. I'm not editing the original script so as to create a before/after effect.
W changes: As suggested, it deals less damage the more enemies it hits. HOWEVER, the AOE at the end has a couple of bonuses, including bonus damage to champions who are MARKED BEFORE THEY ARE HIT BY THE AOE and having a higher slow than the blade simply passing through them. This change is to make it less of a skill shot game and more of a pin-the-AOE-on-the-lane-opponent.
E changes: Not much here, but I've considered making this a on-click ability vs. a skill shot so that Morotus needs to be in range to close the distance more effective. The downside is that this removes his only escape option. Any input?
R clarifications: No changes here per se. Just some clarifying. His channel time is low, it's about a second so as to give him the chance to execute on unexpecting enemies, but making it so he can't dive a five man team who know he's coming. I want there to only be only one wave of souls due to the fact he can't move while the souls are out of his blade. By only having one wave of souls he's less vulnerable and can utilize the new marks very effectively.
Odds and Ends: I'm working on taunts and jokes for him. Any input is appreciated. Here's what I have so far:

Basic Taunts: "My blade smells your soul" "A King does not shun the fight" "Bow before the lord of the dead!" "I will sharpen my blade on your skull"
Jokes: "Some say I have no guts, can I borrow yours?" "I may be boneless, but I have more spine than you." "I have the most team spirit... that's humor, right?"
Ahaha, I hate my puns... anyways, let me know what you think of the changes (especially the E change) and drop any joke ideas you have. That's all for now...
ANOTHER UPDATE Great News! Due to your overwhelming feedback I am getting some people to create sketches of Morotus! Thank you so much for your support in this project, it really means alot! I'll get the photos up as soon as I can!

So with the release of the updated shadow isles bios, Morotus's bio needs an overhaul. Here goes:
Morotus is a shade of the Shadow Isles, determined to rule over the darkened isles that marked the destruction of all he held dear. He enslaves souls within his blade and wields them as effectively as any weapon. Any who threaten his power are struck down... for the greater good.
Arthur Morotus ruled as the third lord of his kingdom, determined to protect the people and all he held dear; above all, he sought the happiness of his beautiful queen, the love of his life. He guided the kingdom through trails and disasters with wisdom from his wife and strength from his armies and sword, an enchanted blade sworn to protect him and his kingdom. One day, however, the Queen fell ill and he was struck with a crushing grief and he entered a state of madness. His trusted general Kalista swore she would find a cure and set off on her quest. But she didn't return for some time and his grief worsened. Finally, the queen passed and the king's mind snapped. Driven to paranoia by a bloodthirsty warmonger he destroyed his kingdom, seeking someone to blame. Kalista returned to find her people suffering and her king a deranged mad man. She refused to reveal her findings to Morotus and in a rage he sentenced her to prison. Under interrogation she let slip tale of the blessed isles, a land of ancient and powerful magic. He forced his ex-general to lead them to this land so he could see his wife again. She refused, but under coercion led them to the hidden shores. her usefulness outlived, she was put to death and the elders who guarded the magic were executed one by one until they revealed a spell to revive the dead. Morotus hurriedly set up the ancient ritual, completely disregarding the warnings of the elders. As the ancient magic awakened around him, his wife's decrepit corpse rose into the air and screamed. Even as the spell faded she continued to scream. He tried to speak to her, calm her, reason with her, but she only screamed. She begged for death, to end this horrid existence. His grief changed to anguish as he watched his beloved wife suffer far greater than when she was sick. He whirled on the elders and demanded them to fix their mistake, but they silently refused. In his rage, he turned the ritual onto him, planning to end his wife's suffering and his grief in the same blow, using his sword to channel his soul into the spell he began a new ritual, one that would give him his wife fully. Too late he realized that the modified ritual was far more twisted than the last, and more powerful. His soul was wrenched from his body, which crumbled to dust. The elders were obliterated and his wife was released from her living hell. But the enchantment on his sword remained as powerful as ever, sensing his peril it drained him into it's blade, along with his wife, to protect them from the fury of the spell he had wrought. There he stayed for years, imprisoned by his need to protect what he loved.
The real life portion of his story remains the same. This is what I have, tell me what you think!

It could be that Morde had planned for them to do so behind the scenes, as he feeds on pain and misery. Think about it. It would have giving him an orgasmic surge of agony and giving him a base of organisations.
