New Item Active Idea: Restore Some Mana

With the removal of mana pots, the coming reductions to mana regen items, and the fact that we already have items that heal/shield as actives, why not have an item that restores mana as an active ability?

Not only would this be a nice way to balance out some of the more mana hungry mages in the mid game, but it could be cast on allied champions as a support item to bring back some of the unique utility of the old soraka.
