Does this section have any importance or impact towards Riot's creative team at all?

This section of the forums has people's hard work put into many of the concepts shown here, but seeing as Riot is no where around kind of makes me wonder if they even care? Does Riot actually use any of these ideas for champion creations? From what ive seen, they have almost zero presence on here. Even on champions that aren't popular, have some great skin ideas completely ignored here. Why is that Riot? At least if Riot could just let me know if any of these skins have even a 5% chance of catching their attention, id be happy.
