New Victorious skin distribution idea(NOT AN ACTUAL SKIN IDEA)

This is not an idea for an actual skin(obviously), but rather a concept that I believe would make "competitive" players more happy with the Victorious skins overall. To me(and I believe the rest of the community), the main problem with every year's Victorious skin and the Victorious set in general is that it is EXTREMELY hit or miss. Basically, from low golds to high challenger, people say "I don't even play this champ..." and they feels disappointed. Let me propose an idea that might fix this.

IDEA: For golds, give them 1 "Victorious token" that can be used to craft a victorious skin. For plats, give them 2 tokens. Diamonds and above shall receive 3 tokens. Offer 3 different victorious options and have each skin be for a different champ(of course) have them be in different roles. For example, don't make 3 Victorious skins for people who are mostly played in top at the given time. I say "at the given time" because this takes into account meta swings that have been obvious throughout league's history(ex. graves adc to jungle). The only downside I can think of is the production cost of two additional skins. In my opinion, I think this cost is extremely small compared to the overall pay off. Do you agree? Do you think I am not accounting for something? Tell me below.

it feels less rewarding for a player that played season 6 to have season 3 victorious skin i really dont care what any of the skins look like its about being that good that season that matters thats why riot made it so if you owned championship riven before 2016 you would get extra effects on them they didnt want to diminish the meaning of getting the skin when it was only for limited time these are rewards that are time based and that is the value they hold to players
