So to post a thread, it prompts me to "Create a Discussion"

But what does that really mean, to "create a discussion"? I'll tell you exactly what it means. It means that there are going to be two sides to the given topic at hand, and that perhaps there is a split on who thinks what. For example, some people hate the new HUD, some people love it, and a good discussion topic would be whether or not the new HUD could use some tweaking, and perhaps the OP says that maybe we can keep all the information in its location on the old HUD but keep all the aesthetic changes. THAT is a discussion- people can give their two cents on what they think of the suggestion and their thoughts on the new HUD in general.

This is NOT an example of a discussion- "If you can't play ADC don't instalock first pick Vayne". Front page. Really? Really? "Losing is not a reportable offense". Also front page. "Sometimes people have bad games". "Flaming is bad". "It's not always the support/jungler's fault!!1!" What's wrong with everything I just typed? They aren't discussions, they're stupid circle jerk threats created for the people on these boards to stroke each other's egos and share their sob stories about how their teams are toxic and rehashing crap we've all heard a million times before. I know flaming is bad. You know flaming is bad. He knows flaming is bad. You don't need to say it. The only people who would argue FOR flaming are the idiot hipster contrarians we see all too often on internet forums.

If it's something everyone already knows, don't bother posting. You're just creating troll fuel and adding absolutely nothing to the Boards. Try to be original when you post, or at least try to post legitimate discussions. I don't care how you lost your last ranked game due to internal strife. I play soloQ. I've seen it a hundred times. Maybe you could instead post a way you could've prevented it or some things to try to keep your team on track when the game goes south.

But nah, that would actually take some effort, right?

Everybody has the same right to post a thread and comment on one as you do (unless they break the rules and lose it, of course). Just because you don't like what's popular doesn't mean nobody else should pay attention to it; and inversely they have the right to ignore this QQ thread.

The forums don't revolve around you.

They revolve around Memes & Games.

To an extent, I agree with the general point you are making. There is a lot of low effort content on the Boards, and it can be a bit frustrating to try to have legitimate discussion when you have people chiming in with uninformed viewpoints or obvious statements. I would love to see more actual discussions and less of the binary good/bad chatter, I feel like it would help us create a more defined sense of community.

That being said, it's not really feasible without completely changing our community and how people generally communicate. Most of our discussions/conversations in real life are effectively meaningless; it's actually pretty rare to have deep discussions on progress and improvement, and I don't really think it's reasonable to expect this to change in a text-only environment.

People are going to be people regardless of the medium through which they are communicating, and everyone has a different idea of what's valuable to talk about. It can be frustrating to see content you perceive as low effort become popular, but ultimately it's up to the masses to determine what's most heavily discussed.
