How much of the "Boards and Forums" part of LOL make it to the appropriate development team in Riot?

I've played this game for 3 years, and all too often have I seen Riot responses such as, "That's not my lane of the road," "I don't work on champion development," or "I agree, but I can't help you there" when there's an overwhelming majority of people who are unhappy with a certain aspect of the game are voicing their opinions in the forum. This ranges in issues any where from skin releases, to lore, to champion balance. It's become abundantly clear that there is no communication between the individual teams within Riot. This is especially true in light of recent outrages on the forums regarding newer champion releases and their overhauled kits and mobility (Which, in what seems to be a majority of peoples opinion, is unequivocally true). Now, I've read through quite lot of them and seen all the posts from "Blah blah blah..Riot, you suck!" to "Here is a well thought, well constructed, easily understandable blurb about why I think this is a wrong turn in development" etc etc. EVERY "Red Tracker" post seems to have the arguments previously stated. Don't get me wrong, I'm incredibly grateful for ANY response at this point, but I feel there's a common idea that Riots left hand doesn't know what the right hand is doing. Which begs the questions: 1) How much of this feedback is seen by the appropriate development team? B) can we develop a system where these very well thought out questions can be answered by said appropriate team?

I understand that there are MANY more boards/forums of people with bitches, gripes, and complaints than there people that can answer them, but the very well constructed ones SHOULD be brought into the light (and I mean so much more than just being up-voted to be seen in the log in screen) so that people can finally feel like there opinions are being heard, and that those responsible for that specific topic are working on the issue in question.

I can only speak for myself on this, as it's near and dear to me -- I want to make sure that you know your post is read, but that I'm not an authority on it so I can't answer it. However, what isn't apparent is that we usually contact someone on the appropriate team and direct them to the post... and they have also usually already seen the post (if relevant) and are not ignoring it, but are just super busy working on a) fixing it b) tweaking it c) creating new things or d) all of the above. It takes time to craft answers to posts, especially on sensitive, volatile or controversial topics.

I hope this helps a little. :( Also understand there are WAY more of you than there are Rioters @___@ That's no excuse but it definitely makes it tough to read and answer every post!
