[SUGGESTION] Why do chatty and not interesting comments show up in red tracker?

Red tracker is a really good idea as it would allow us to get some news quickly. The problem is that most of the time, Reds do not post any news. They chat like any other users do on these forums. I hope they are having fun, but are these their comments really eligible to be picked between the most interesting comments on forums?

Defenitelly these comments carry no information for anyone:

As I was saying, Reds are, just as anybody else, surely free to post whatever they want (within rules), but my idea is that they should be given option to mark their comments (not)interesting and therefore control their appearance in Red tracker. To prevent some important posts being lost I personally suggest that the system should assume that the comment is interesting by default.

This is a simple GUI for such function. By default, there's a red icon and the post appears in Red tracker:

But if Red user wants just to post something for fun or have more personal discussion not reviewed by whole community, he can click the icon to turn it white:

Further improvement could automatically assume white icon in threads where white icon was used last.

That's not a bad idea. I'd like it applied to non-Riot posters as well. Green can be general topics and comments, Black can be whining about balance, how the game sucks, how Riot put them in the wrong division and so on.

This one is kind of a tough issue. Personally, I think everything should be included on the Red Tracker. The reason for this is that we really don't want to give people more reasons to distrust Riot, and it could be seen as hiding posts (or even used that way by Rioters).

That being said, I do think we need better sorting and grouping on the Red Tracker. Threads with frivolous replies can sometimes overwhelm the entire Red Tracker, and this is frustrating both for the players and for Rioters that are bringing up interesting points.
