I mainly lurk boards, but one thing I've noticed while leveling up my league account is that the little notification bar on the top right with your level, icon, and server doesn't update your level until you post a comment or submit a topic. The icon updates immediately, but the level does not.
Not always true. Mine was stuck at level 4. It wouldn't update and I couldn't use your posting method to update it since I was not allowed to post. Some support guy had to fix it for me.

This ALWAYS happens, its happened to me twice already. You have to go through a long ass time going through their support page to have them update your level. How dumb is that? https://support.riotgames.com/hc/en-us
