Very unwelcoming without a new player area

I've been level 6+ for most of the week, but today, right now, is the first time I can post anywhere other than Help & Support. In fact, 30 minutes ago, the board still thought I was level 5, and prevented me from posting.

Getting to 6 levels takes a while, we'll already find ourselves berated by some players for not following "proper" strategy (I have no idea if its proper or even good advice or just bad attempts at leadership, but none of the "advice" I've seen hurled at people follows the introductory gameplay tips and guidelines in any of the documentation, and if one is able to ignore the bile, has sometimes proved helpful). It's a long time to go without being able to hold a human conversation.

I'm sure there are excellent, rational reasons for this, I'm sure they have to do with different kinds of awful people. However, after reading the documentation, we'll still have questions, find ourselves with problems of a non-technical nature, and there is no appropriate place to ask questions (asking them during a game seems to get us called "troll"). Searching for new player help actually brings up the old boards (which had a new player area). Browsing through these boards resulted in a lot of pro-level talk about specific tactics and deep theory, stuff that's all over my head at this level. Searching these boards proved fruitless - apparently I have to know more about what the answer will be to know what to search.

I think you can afford to treat us like human beings a little bit sooner. Whether that's a place to ask questions on the board, or better guidelines while going through the early levels: e.g. clarity that levels below 6 are "learn by doing" levels, not learn by asking. It's not even clear that we had a special set of champions to choose from, we get shown the current rotation all the same.

I'll throw my name into the jar, so to speak. I looooove teaching peoples about the mechanics and tricks of games I play.

Speaking of which, to Add a Friend, click the double person button in the bottom right of the client, and then the person+ icon. Type in the name (it's not case sensitive, but it will always be undercase if you type it in that way) and the request will be sent.

This is going to sound bitter, but I honestly don't know if there are any particularly good rational reasons for Riot not to have a new player area. This was heavily requested until Riot's response was basically "here's a Tips & Tricks board, that should cover it", and it's pretty clear it doesn't.

Additionally, I have had some conversations that directly implied the new player experience has extremely low priority. This makes sense, but is also a bit saddening to me.

As mentioned above, the new player experience appears to be relatively low priority. It is widely known that the current tutorial system is pretty inadequate, and many of the mechanics and the leveling system are not intuitive to people new to this genre/game.
