Hello Riot, ive been playing this game on my main acc for 6 years, i have spent more than 400$ on this game and today i log in, go in ranked and i get a toxic and rude player from the beggining. He was flame ing soooo hard, he told me to go fck my mother, i just told him that he is bad.....AND I GET PERMA BANNED? can you look this trough or you dont care about players who are in silver? i would like to know it that player wich i reported too has beed banned too. And i would like to know if there is a chance i can get this acc back.

Riot deals with accounts in a private fashion, and will only release details publicly if the account owner decides to go public with it. I like this policy, because it gives summoners some privacy.
You can look up the many threads where people got banned and said "But this other summoner was worse/he started it", and red posts/support articles on this matter. Riot's stance is that you are responsible for your own behavior and that retaliation only makes it worse.
There is no getting your account back unless it was truly banned in error. Riot recently did an "experiment" on the NA servers where they gave some permabanned summoners a second chance, but there has been no word on if they will do this in the future.
You will need to post chatlogs if you want more exact reasons from the community on the behavior that got your account banned. Or you can speak with riot support.

I don't know the specifics, but I recommend researching what actions you can take as far as possibly having your bank chargeback your account purchases. I don't know all the relevant laws but it is entirely possible that by revoking your goods they have voided the transaction. EULAs are not always enforcable.

Before getting a permaban, that means you’ve had to have had a 14 day ban previously. This means that you were on thin ice, and calling someone an idiot could get you permabanned.

Yes what the guy said was unfortunate, but you should have just muted him. It also doesn’t matter how much money you spent on the game. Riot doesn’t care.

On a side note, hope that player gets banned

Man stop the lies. No, you won't get your account back. Glad you lost $400, maybe you learn how to behave from this lesson.
