Hey , I got banned for 14 days , should I still play on that account (Honor level 1 , + the risk of getting permabanned in the future) or make a new account.

You should work on your online behaviour first, then come back to your old account. No point in losing progress
Well, what's the point making a new account now? Just do it in case you actually get that permaban, it doesn't prevent creating new account.

I say make new account. If you want to play in the next 14 days then you're going to have to do that anyway.
When you play on the 14 day suspension account you'll want to be more careful. Of course, you should work on your behaviors that caused you to get the 14 day suspension too
If you're tilted from one game after you get your main account it's very useful to have the spare new account around as well.

The account in question is level 21? I would make a new one unless you have already unlocked content that you're attached to on it.
