Intentionally Feeding or Innocent?

Player first time picks a champion Top lane, he then proceeds to overextend the entire game with no vision. He ignores both his Jungler's and Mid's pings about missing enemies (I was the Jungler and tried to help him all game to no avail), and by the end of the game after doing this for the entire game (he would just run back to lane and repeat every time he died) he has died a total of 13 times. He claimed he wasn't feeding on purpose and that he was "trying to farm", apparently after overextending and dying 10+ times apparently he still believed something would change.

Is this really the definition of an innocent player?

How far does feigning ignorance go?

He's clearing trying to make it seem like he's not dying on purpose, but it's pretty obvious that he should know he's going to die constantly overextending when it's happened over 10 times (none of his deaths occurred team-fighting until maybe the very last one or two in base). Does simply saying "I'm just farming, it's not in'ting" make someone innocent?

There isn't really any need for them to justify themselves to you, nor is there a need for you to feel be justified. ...

Report them if you honestly believe they are likely intentionally feeding, otherwise ignore it.

Riot is able to identify behavioral patterns over multiple games to detect feeders.

If he was playing Sion, this is allowed.

If not, I'm not sure whether he would be punished for that. It's definitely in a gray area, though,(as are most cases where someone's not just straight up running it down a lane) because lack of game knowledge/sense could easily be the reason, as well, and you shouldn't be banned for lacking skill.

Maybe he's just bad at macro, wave management and map awareness. Maybe he is really inting. Maybe it's a full commitment strategy that focuses on drawing attention like proxy singed or suiciding sion (but probably poorly executed).

Even if you reported him, it's not up to you to judge his behavior. So it's kind of pointless to ask.

If you are asking to learn what is inting, then we don't have enough information to judge based on your description alone.

I think you have to watch the replay and see how he reacts to shit to really find out. I once beat a jayce down to like 0-6 by 10 minutes with a couple ganks from our jungler. But every fight he took, he ALMOST killed me. He wouldnt run away from me, and kept trying to farm, but i caught him everytime and he tried his best to fight back, even though he shouldve been sitting under tower waiting for the wave to crash. He wasnt intentionally feeding, he just played poorly. To an ally who isnt watching him full time, they might make a post about how this jayce inted in his game. But he was not inting. Even if you watched the replay and determined that hes inting, you would still need Riot to determine it anyways. So if you reported him, good. Now let it go and move on.
