People banning your champ on your own team

So i entered a game with a troll that blocked my pick.... how is this not a reportable offence? i can enter any game block my teams champs to purposely drop elo without inting or leaving lane. the guy purposely blocked my jungler champion jax. i only have 2 sets of runes and my other pick was master yi and asked my team to please not ban him also. they did ban him and left me with no champion to pick. i was furious and ended up getting chat muted for 10 games for dogging him out in chat with everyone on my team agreeing that him and his duo partner were trolling. yes i understand i should have dodged but it wasnt worth it to me at the time. ended up telling him id go top with tryndamere and i was gonna let him jungle with his rengar. 10 seconds before the game started he switched off smite to teleport leaving us with no decent jungler for i didnt have smite because we agreed he was going to jungle. please make note of this, for people are trolling in different ways than just talking smack, inting and purposely losing lane. in a competitve game there are a lot of smurfs purposely dropping rank messing with all elos which is a huge problem for us "newer" players. i do deserve the chat ban and am not complaining about that but i am complaining about the recurring problem of people blocking my champs to what seems to me on purpose.
