Is subtle flame baiting reportable?

A few games ago, a support banned our Yasuo's hovered champ, and Yasuo proceeded to troll. The support kept typing stuff like "Wow sure sucks we don't have a Vayne huh (His hovered champ)" and "I bet you'd be a lot better on Vayne".

Out of curiosity, is this kind of behavior allowed? Yes, Yas was a dick for trolling, but the support was just as bad, trying to provoke a reaction out of Yas.

Any player who baits someone into getting banned is reportable. This is a smaller-scale version but I assume it's held to the same standard.

For example, I've seen people on the boards who get their ban repealed because a player in their game says "say kys or I'll int" or something along those lines, and the player says it, potentially not knowing it's an instant ban trigger word and they get banned. Riot unbans the victim and bans the person baiting.

That's an extreme example but it kinda works for what happened in your game.

Well, I bait a lot of people to ZT words, and was not banned for that (so far...)

I think in theory it should be punishable, but they do not do it (at least not for me yet).

Sadly the only way to get rid of trolls and boosted noobs is to bait them in flaming :\
