What is classified as friendly banter?

So Riot promotes "friendly banter" and "competitive BSing," but who is deciding where the line for those two are? People are getting chat restricted and banned for being too "toxic" while they claim it was only friendly banter while the community disagrees and feels that what they have said is bannable. Who is deciding whether a remark is considered too toxic? Or is it just best that people not have banter in fear that an over sensitive community will just view it as offensive?

What makes friendly banter is the intent.

"You can't milk those!" Is friendly banter.

"You fucking suck bronze noob, and your mom's a whore." Is not.

Additionally, the vast majority of people we see here complaining about their punishments flamed their own teams. Work with your teams, save the banter for your opponents.

Competitive bs'ing. Like maybe spamming your emote or Level 7 mastery? Just don't be a jerk. Pretty sure that 'gg ez' isn't alright if you're trying to work up your honor levels. If you don't care about those, probably. Yeah. I don't think I've seen anyone punished for 'gg ez' on the boards so far.

If you want to learn about banter, the first step would be looking up the definition.

If you want to practice banter, I suggest going to a restaurant or other semi-public place, and trying to have an enjoyable conversation. Don't try to make friends. Don't try to get in anyone's pants. Just be friendly and have fun. Just talking about the weather will give you a very strained, forced, boring conversation. Liven it up, tell jokes, tell stories, ask questions. Have fun.

There is zero danger of anyone viewing your comments as offensive.

It's not even riot deciding if something is friendly banter or toxic. It's the other players in your game.

You may think you're just joking around, but it's really hard for other players to know that.

I'd suggest telling the enemy you're just joking or just not type anything that could be seen as toxic in any context.
