For the Love of God. Can we please see people who are literally trolling get banned.

I feel like people who troll aren't being punished. Only the ones calling them out for their trolling are being tracked down by Riot and thrown to the side. I'm watching this game become more and more soft when it comes to this community. Had a Warwick go AP in top lane and lost...hard. Reported him for inting and building AP. No action taken. Had a blitz purposely run around and steal everyone's kills and CS. He was laughing about it while my Jg WW decided that playing the game from the death screen fitted his playstyle better than not dying over and over again. Why are these players not being punished? But when I tell someone I am reporting them for this and that they should stop playing ranked if they keep doing this...then I get chat restricted for Toxicity. Are you kidding me??? Honestly why is the player trying to play this game being punished over and over again while the dude trolling is allowed to continue on his Inting ways. I have played this game on and off for years...the map design has changed, the champs are different, the games feel different...but your reporting system hasn't changed at all. Ban the player that makes sense and let the offender go.
