There's a lot of questions to "inting".
That term gets thrown around a helluva lot, and usually it's not justified.
Playing poorly is not punishable.
With this said, let's go down the flowchart.
If at any point, the answer is "YES" then the player is not intentionally feeding and does not deserve a ban.

Was the player trying to CS? Even if they were a support. Just because you're ignoring fights and farming minions doesn't mean you are inting. Fighting your ADC for minions is not punishable. That's playing the game (selfishly.)

Was the player actively building items? Even if they were a little strange. Just because Yi built AP or Janna built AD doesn't mean they are Inting. Building off meta is not punishable. That's playing the game (poorly.)

Were they dealing damage to enemy champions? Even if they ran into teamfights and died. Just because Trundle has no sense of spacing or Tryndamere doesn't realize he's six kills down doesn't mean they are inting. Over-aggro is not punishable. That's playing the game (tilted.)

Were they breaking turrets? even if they got ganked and died repeatedly doing it. Just because Sivir keeps dying as she attacks and breaks turrets alone, doesn't mean she is Inting. Suicide split push is not punishable. That's playing the game (like a martyr.)

Did they hide under turrets? even as fights happened nearby. Just because someone realizes they are behind and plays conservatively, doesn't mean they are inting. Playing defensively is not punishable. That's playing the game (cowardly.)

If they are not CSing, not building items, not trying to damage enemy champions, not trying to push and break turrets, and not trying to fight defensively, then repeated deaths can be interpreted as Intentional feeding.
These other 5 things are potentially awful ways to play, but they are not punishable. They are just playing poorly.
