Why is dodging punished so heavily?

Considering the cancer that is soloqueue players and the necessity of sacrificing 3 LP to save 20, why does dodging get hit with stuff like low priority queue and the like? It seems like a fairly essential tool for avoiding teams that lock in the wrong champs and saving time and LP. I got a Darius locked in mid once and half the team decided to leave and the Darius flamed us until we did even though it was clearly the correct decision. the guy who dodged got low priority queue after. Does that really need to be the penalty for players who are smart enough to not bet on a bad hand?

its not a bad hand, just an unusual hand and you don't know how to play around it.

Because if there wasn't a penalty people would abuse it constantly, they will keep dodging until they believe that have the better team comp/advantage, in an attempt to increase their odd of winning. All while increasing how long other people will have to wait for a game from the increase in dodgers.

I understand your point of view about dodging. If someone were to troll or become a problem in champ select (MID OR FEEEEEEEEEEED). However, looking at it from the other side, the system is in place to prevent abuse and to prevent people from inconveniencing others. If you were to be in-game for example and leave in the middle of the game - you would essentially "screw over" the other four people on your team. In short, the system is there to ensure that the majority have a good and fair game.
