I shouldn't be punished for dodging que

I declared I was going to go jungle, and during the banning phase I almost banned the champion our support wanted to play. I didn't, but the enemy team did, and he blamed me for it. So he changed his character and took smite, and said he was going jungle. He didnt listen to anything I said about choosing lanes and the fact that I was going jungle, so I chose a support character to play and took off smite. After I locked in (I was last pick), he threw off smite and said he was going support. I could not jungle the character I chose, so I simply dodged que instead of wasting my time struggling to jungle with this character, which I would not enjoy. The person who flipped roles around twice, confusing me and tricking me into playing a character I could not jungle with, gets no punishment for doing what he did, yet I have to wait 13 mins to play another game because some guy was being a troll. I deal with these people all the time and I feel that dodging que is simply the best way to deal with trolls, but why am I punished for it and not them? One of the reasons I left League for 2 years was because I hated the way Riot handled things. If someone curses and trash talks a troll their account gets banned, but the trolls and feeders who ruin the experience for those of us who want to win games get no punishment.

Punishments for dodging are necessary so that games can actually start. Without some form of deterrence it would be almost impossible to start a game, since everyone would be dodging for the smallest reasons. Enemy picked a champ you're not confident against? Time to dodge. Enemy ban your pick? Time to dodge. etc.

Now I do agree there needs to be some better form of reporting someone for pre-game behavior, but dodge punishments are necessary.
