Specific Punishments vs The Current Tribunal/Reform system

Just a small rant and a sliver of hope a red will see this rant but:
Riot is treating the permaban punishment the same way the american government treats it's prison system which is institutionalizing your player base and treating the permaban system like a 25 year sentence that if the "permabanned player"(ex convict) makes a smurf account(or is released from prison 25 years later) chances are they won't be able to fit back into society(the league of legends community/real world) because they don't know how to function(enjoy the game) because it's never really established through the method of punishment both systems offer.
This game (league) is just a gold mine for toxic behavior to be found because the higher ups only solution to fix a problem is through absolutes they either let the person play the game with all the fixings(the game itself, hextech loot system, the chat function, club options, ranked, chat, ect.) Did it ever occur to Riot that an easy way to fix toxicity is drum roll Permanent Chat Restriction. As My reformed self and many other players who were permanently banned the reason for our punishment was for shit talking in a video game(aka toxicity) not running it down mid, not for using 3rd party applications(aka scripts or Fog of War disables) but for using a function which they provide us with. I'm all for punishment but when you punish someone for the right reason, but in the wrong way; it creates a mindset that isn't healthy for cooperative gameplay or even lifestyles. If someone has a problem with shit talking in the game, but actually enjoys playing the game and has a decent winrate/ personal enjoyment while playing, but shit talks nonetheless clearly the obvious form of absolute punishment isn't too permanent restrict them access to their account(ban) it's to permanently disable one or more of the features that you provide to this game(hextech crafting, chat, seasonal rewards, and possibly ranked.) Does Riot ever think that while their game is a "child" despite being a 7 year old beast of a creation, that they should follow after major companies like microsoft/sony (ignore the hacking incidents) and have specific punishments for specific situations. It's only then that your player base will become truely or atleast mostly delighted with what the game has to offer.
TL;DR If players act negatively punish them accordingly.
