The multiple report theory that people keep passing around is just a self defense mechanism to blame Riot and to dismiss the issue of their own behavior.
If you actually read the forums, you'll see some people complain that "ONE SNOWFLAKE GOT ME BANNED" and some people complain that they've been unfairly targeted by multiple people.
When Riot says one report is all it takes and people complain that one person got them banned... and then when I read the chat log of the people who claim they've been unfairly ganged up on... I believe that one report is all it takes and that multiple reports in a game don't have more weight.

There is no logical reason why number of reports would increase chances of punishment anyway, it is just an excuse people use to pretend it is not entirely their fault when they get banned.
That's not true. Multiple reports in the same game have no increased weight.
Here's how the system works:
More reports within the same game doesnt mean anything as the returned score is the same no matter how many times you ask the system. It doesnt increase the chance nor speed that someone gets punished.
The system is purposely programmed that way to prevent premades abuse.
This is also the reason why asking for reports is considered harassment and is punishable after many many games of repeated behavior.

It's actually really simple.

Doesn't matter if an entire team reports someone. One, single report flags the game for review, the rest of the reports are wasted.
Adding onto what Scuffleboard said - the IFS (Instant Feedback System) reviews a player's behavior if the amount of reports they get is any number greater than zero. It doesn't matter if you're reported nine times, or only one time - one report will flag the game for review.
You'll only get penalized if your behavior falls below the expected standard. Don't break the rules, and you'll never be punished.
