Definently. That's why this F2P game exists. You can even get alot of skins and champions provided you are engaged!
To say they don't care is a straight up lie. There are few companies that are as communicative with the community as Riot is. But they also care about money. Without money, they wouldn't exist.

You are 100% responsible for wasting 4 other players time if you leave. No matter if you rage quit or not, it's your fault. But Riot isn't sadistic, so the system only punishes you if you consistently leave your team behind. If you can't keep an active connection most of the time, you shouldn't player, and that's what Riot is trying to say.
3 to avoid getting perma band mute your team if you feel the need to or don't respond to them because the leauge community is toxic and you can get punished by something that wasn't even your fault.
How is flaming not your fault? If you flame, you made the decision to flame. And again, Riot isn't sadistic. It takes consistent toxicity to get punished. Unless you say some really bad shit that is.

5 the summoner code is a faulty representation that no one follows it's just to make them sound like they would care n if you follow it well it DOSENT matter to them.
It's not something you have to follow. It's REALLY helpful if you do follow it, and doing the direct opposite is breaking the rules. It's more of a guideline though.
So keep your wits about you fellow summoners n remember you can put
your money into skins and all that cool stuff n get it all taken away from you n they won't care they got your money...basically robbing you of your goods and why?...because they don't care.
