Why doesn't Riot ban IP addresses?

As well as banning the accounts themselves.

I understand that IP addresses can be changed, but I've seen smaller games ban users' IP address with success. It'll at least give the person more time away from the game rather than just hopping on a smurf account immediately after.

Colleges, Libraries, and Apartment Complexes, that's why. One douche gets banned, suddenly the entire ULOL Harvard team can't play. That's a problem.

No proof here, but I'd guess that Riot has some way to keep track the IP address after the account is banned, and associate it with a new account that was made. So they can have a database of IP addresses for banned users, and use that list in some way to make the game better. (maybe teammates made for reforming the "bad" user, putting them in a slightly lower priority queue, speeding up their MMR gain, etc.) Since an IP ban is really easy to circumvent for anyone determined enough to make a new account, it doesn't really help anything, and they'll lose track of the banned user, so they don't do it.

Because there are Dynamic IPs and shared IPs. Either they change, are given to someone else, or are used by a large number of people.

it takes me about 30 seconds to change my IP. an IP ban would slow me much less than an account ban.

The solution is simple... if you are toxic in every game and you get reported all the time... your account should be banned... PERMANENTLY... not for 2 days or even 1 month... make a new account if you want to play... but you have to start gathering champs all over again... think about it... for those like me that have bought over 60 champs with IP it takes FOREVER... for the others that have payed... they have wasted their money... so... ban... permanent ban on accounts... that's the solution... otherwise RIOT is just ignoring the problem and wants to keep only the toxic players because they are more than the normal ones... because SERIOUSLY RIOT... when I get flamed in every single game every day... I don't know how much longer I can keep playing... Discipline is important...
