It really depends on your definition of "shit talk". Personal insults are a no-go but it's more lenient on things like taunting.

For example, "not even close" when you barely make out alive.

"I hope you were aiming for the next continent" when the enemy Ashe keeps missing their ult.

Uh, well I would suspect the answer to the question of this topic is in the question itself.

There is a difference between shit talking and being toxic.

When i played football, we could comment on a play using simple stuff- good job there butterfingers (opposing reciver failing to do so) or the lines like that.

The moment we attacked them personally (mind this was before the "r" word was a "quote" letter word) it would result in you as a player as well as your team being punished.

The same concept applys to this game. "Good baron guys" after stealing their baron is not the same as "OMG LOOK AT THIS RAMMUS BUILDING ARMOUR OMG KYS LOL" or whatever you think "shit talking" is.

You understand that creating an unpleasant experience for Riot's customers is a bad thing when those customers are temporarily assigned to play with you, and are on your team.

What is so different about creating an unpleasant experience for Riot's customers when those customers are temporarily assigned to play with you, and those players are on the other team?

All of my permabans were mainly from talking trash to the enemy team. It's literally the stupidest fucking thing riot has done to the game, given the ENEMY the ability to get you banned. It's a competitive game. Calling the enemy "trash" shouldnt get you permabanned but once again riot spends more time swimming in money than actually using their brains.
