How to get out of trolls/ or how to behave when troll in team

What can i do, if there is troll in the team? I am adc and my supp doesn't buy supp items (sion) and take almost all my farm. i have less dmg at the beginning with twitch then sion and he take farm earlier, then i can do so, then i have no money and when i fight he just run out and leave me 1 vs 2. (at the end of the game i had same dies as sion) and i do no dmg whole game, bcs i had to recall often bcs sion leave me 1 vs 2 and take almost all my farm 16 mins he had 54 farm me only 36 enemy adc had 78 farm. Sion gank sometimes mid and had enough farm and gold to fight and again leave me bot alone. Late game sion comes to me when i tried to take any farm and take some farm from me again. Nobody want's to surrender always 2/3. Lost 40 mins. What could I do in this situation? If i leave i will get ban. Does blocking the player help to avoid him from getting him in the team again?

As far as I am concerned Riot empowers trolls. They refuse to allow you to see who voted no so you can report them. They allow two people to say keep going in a match; even though three people are the majority. They even allow one person to stop a surrender at 15. People can have you held hostage in a match for up to 20-30 additional minutes and riot is perfectly fine with that. I don't see what is the big deal to allow you to leave after two votes or leave period without being penalized so you can get another game. To be stuck in some of these games and these people refuse to try, keep feeding, wasting time & you are the one punished for leaving is beyond insane.

Since you were twitch, you should roam and gank other lanes, last hit the kills and tax them and and you leave sion bot 1 vs 2. Your role is in this scenario is a second jungler/objective controller. Always take scuttle crab. After the roam return win bot and try to set up a play with sion. But at all cost type your stategy in chat so you can inform the team that you dont give up you just change your game plan(dont mention that you will last hit the kills and tax the lanes). Blocking somone as far i know doesnt help you avoid someone to be in the same team. We need an answer from a @RIOTER

Look for positive moves to help your team. Buy gold income item.

OR

Leave the game.

Steal his minions first ;) if he ain’t going to help you use the element of surprise. Go from relying on sion to relying on killing, the kled way

well, time to become secondary jg? i had another instance with brain dead EZ, who was inting after i died under our own allied tower(then complained i was feeding cos i died once) stayed in jg next 20 minutes while i continued to defend towers and rack up CS, needless to say we ultimately won because mid carried. Yasuo Sometimes i can't tell if they are trolling or serious.

Try to find out what his intent is at least then there might be chat evidence for a report if it is a genuine troll. You could tell him in chat that you want the CS, actually say it, don't just spam ping ! or ? at him because that can be inflammatory in itself. If it is then obvious that in your opinion he is trolling or he tells you to ef off or whatever, adjust your play to it. Last hit better, change your role slightly and perhaps poke more and concede that you are with someone who is not willing to let u take CS.

Personal pet peeve is when adcs are left to farm alone while roaming and then die and then complain about being left alone. DONT DO THIS. If you are on your own play accordingly, ward accordingly, stay close to tower, keep your escapes up, watch the creep waves properly etc. There are times when your support will go off to do something else (ideally they should know when it is best to do this I always at least try to ping accordingly), be brave my little adc friend :) think of all the solo xp and gold you are getting at that time and use it to get back in the game.
