Riot can you please ban people who dodge sometimes we have to wait 20 mn to get a in a game after alot of dodging

Hey fellow Summoner,there are repercussions for dodging a scaling ban timer based on how many times you dodge within a certain time frame, because life happens, also i feel like everyone has dodged sometime for one reason or another and hey it happens. the repeat offenders definitely pay for dodging.
Better they dodge for whatever reason they don't want to play that game (suddenly no time to play the game, got their champ banned, got counter-picked, don't like teammates, etc.) than for them to go afk, troll, flame, int after game started. Rito should not discourage people from dodging. You would lose much more than 20 minutes of your time if they are forced to play a game they do not want to play (go afk because no time and take LeaveBuster instead of being banned for dodging, troll game because their champ was banned, feed their ass off because they got counter-picked, or just general unpleasantness because they are being forced to play).
Be grateful those kind of people dodged instead.
Unless you're challenger, you have never goddamn waited 20 fucking minutes to get into a game.
