i understand that I could've been toxic back when i played league, and I have changed. But today I just wanted to try and see if my account was still banned. Do we ever get a chance to prove that we have reformed to get our accounts back? its been about 3 years and I just want to play league on my old account.

Permanent is permanent. The ultimate punishment for continued rule breaking and an inability to reform is the loss of your account. A punishment is not a punishment if it holds no weight.
