Update Tribunal System
In it's current state the tribunal system allows for us to report players who are not being sportsman like. Honestly speaking I've been on both ends of this in my time playing League of Legends. I just got done reading another post in which a player reported and received a punishment because his teammates were feeding and when he told them to stop he ended up getting reported for poor sportsmanship. This is the only major game that I've played with a system like this. I would like someone from Riot to reply and give us some clarification on how this works.
How many players have to report us? Do you guys have access to an in game chat transcript?
I do have a handful of suggestions to remedy this odd and in my opinion, unorthodox system.

Do away with the unsportsman like conduct check box. This tool can be used in incorrect context and is subject to everyone's individual idea of what sportsman like conduct really is.

The same way we can gain badges for being honored add a badge for dishonor. Label players that constantly receive bans and punishments. Set a timer on these badges. When they receive another punishment refresh the timer. For example, unsportsman like conduct receives dishonor badge. Bad will remain for 15 games of no reports. Upon player breaking the rules again refresh the count, or add extended bans.

Mute repeating offenders. Force them to play muted accounts for set number or games at a time. Repeat offenders receive final warning before a final permanent mute.

Encourage the use of the mute button when encountering toxic players.

Add a new option, "I do not wish to be matched with this player". An option that only works on your team to avoid players using it on players they lost to. This would make it so that we are not matched with each other for a minimum amount of time. Not a permanent block but until this player perhaps gets better at League. We could give these player notices once they begin to accumulate these in excess.
In terms of the reviewing of chat transcripts I could understand how this feels like much. Perhaps offering players willing to interview and pass a screening process some IP boosts or moderator status to an extent. Something that rewards but does not make them superior. A paid employee could then review this work to ensure the system continues to work.
My idea may not be full proof but I think it's a solid foundation for a very realistic and fair system.
