If I am so toxic, I would like an option to not be able to chat at all.
Give me the option to make is so I cannot chat at all. I would take this option over some of the penalties you have in place.

You are the one that makes the choice to engage.
Just start off every match by muting everyone. Unbind your chat key.

learn how not to press enter? It is easier than learning to do it in the first place. You simply do nothing with the key.
That option exists. Its called self-control and every human has an amount of it.
Submit a support ticket to riot. There is precedence of them perma chat banning people that opt in.
It's not enough to unbind the enter key as you'll still have to put up with toxic chat from other players. The best solution I've heard so far is to drag the chat window off the screen at the beginning of the match.
