Blizzard tried this and had to remove it because people would just abuse the system based on the skill level of the person they wanted to avoid.
You don't get to bypass the matchmaking system when deciding who is assigned to your game.

You're making other people's queue times very long by not wanting to queue up with them and it impacts even moreso in higher elos since the player pool grows smaller as you rank up. In implementing this, those people could litterally pick and choose who they want on their team if they detail their list to a certain degree. This would be both abused and would discourage playing the game overall. If you want a lower chance of getting them on your team don't instaqueue after the previous game, wait a bit and then queue or check to see if they got into a game so you won't be matched with or against them.
i know you'll say queues will be longer, but I'm sure I'm not the only one who's like willing to wait than have fvcktards in my team!
What do you mean by "avoid those players"? The only way they could achieve that is if they were to completely separate them from the rest of the player base, which would be reminiscent of the Prisoner's Island and predetermined to fail.
