Why do I have to lose because two of my teammates decided troll?
Because the enemy team destroyed your nexus before you destroyed theirs. Likewise, when you destroy the enemy's nexus first, you win the game - even if they had a troll on their team.
Why am I forced to be a in a horrible situation and cannot say anything for fear of getting punished for being toxic?
Because you agreed to the rules, and the rules say you cannot flame others. You can say anything you want, but if you're choosing to fear, it means you're avoiding having self control. If you could control yourself and your emotions, you would not need to fear getting punished for being toxic, because you would not be toxic.
The rules are based on the fact that a vast majority of players think that toxicity is never okay. Back when Tribunal was a thing, virtually every case with similar behaviors was punished or not-punished identically - it didn't matter if a teammate was 2/20 or if they were getting flamed by other players (and if you don't remember, players voting in tribunal were given full chat logs from all players and enemies, as well as game stats).
Why can’t riot do their jobs and get rid of trolls?
Because Riot is not going to punish innocent players just to also punish more trolls.
I am so sick of playing a game where I do well early on and get fed along with helping my jungler and mid get ahead but we have to lose because our adc and support decided troll.
Then it sounds like you should be playing a game where you are the only person who influences your success - either a single-player game or a multiplayer game that is not team dependent.
They have 12 deaths by 10 mins in and then they admitted to trolling because they know they can get away with it. WTF!!!
And you reported them, and in the comments you said "around X minute, the player admitted to trolling in chat"?
Riot needs to step up and take action.
They do. Especially when it's as clear as a player admitting it in chat. If you don't file helpful reports, however, then Riot isn't responsible for not reading your mind.
