Has anyone else noticed a increase in bot players in Co-op vs AI?

I play co-op vs AI a lot and in my last 9 games I've had 2 games where I assume "Bots" where 2 players just sit behind mid tower at the same point, and then just attack move down mid. On occasion they go to side lanes and do the same thing; also one of them gets kicked for being afk then comes back. Each time was pretty much exactly the same movements from them. I've also had another 3 games where people where solo player did this where 1 of them just trolling and feeding. I've play like 1800 bot games and I've never ran into this many this often. Is riot putting these people with more experienced players or is this just bad luck?

I say that riot might be doing this because I've noticed that there are many more below level 30 player in my games now as where there were few to none in most of my games.
