permaban
Why make the jump from 14 days to permaban. Why not just chat ban the account permanently. Typing in chat isn't required to play the game. Just a thought. Clearly there are flaws in every system. No need for hate or negativity :)

It has been tried, people started Inting, Griefing and AFKing in such a higher rate that Riot implemented this system. People were boasting with their CR (they could stack, aka perma chat restriction).
They also warn the player about it in the 14 day ban, its not Like they hide it and then laugh demonicly when it happens.
the non reformed players are not kicked out, they merely make another account or buy another account. to stop the problem you stop the action by permachat restricting or IP banning the user(which also has loop holes around it)
