Block List
Is there a way to block players so I don't get paired with them or vs them. IE smurfs and trolls?

There is not. Problem is that if that became a thing, people would abuse it to filter high-ranked players so they get matched only with trash for easier wins.
Overwatch used to have that feature in it's early release and the NA number 1 Widowmaker player had to wait upwards of hours in queue for a single game because literally everyone blocked him so they don't get matched with him.
Riot would rather not repeat something like that. Their own pro-scene means too much for them.
