I was banned for being toxic. My offences were : racism , homophobia , and being vulgar/insulting. One year later I taught myself how to control my anger and not blame my team for mistakes that i made. I regret my every action that was against the rules and would fully accept RIOT rejecting my request but if my ban was shortened i would never break rules and be offensive to other players.
As it stands, no. Riot does not unban an account unless the punishment was issued in error. If your account was permanently banned, then, I'm sorry to say, but the phrase "a day late and a dollar short" applies.
If you do still want to play League and demonstrate your reform, the option is always there to start a new account, but getting your account unbanned is simply not in the cards.
No, unfortunately permabans aren't up for appeal at the moment. I doubt they will be anytime soon, and if they were, it wouldn't entail accounts banned for hate speech.
