Honor System and Toxicity

I got banned, a 10 day chat ban, the first ban on my account, for calling someone "Crap" and someone else "total garbage" Back a while ago. Yes it was a little toxic of me I was having a bad day, and a really bad game. Those people were intentionally flaming me to get me to flame back as well. They were using all sorts of slurs, etc. Anyway, I learned my lesson, moved on, haven't had a ban since and looking to keep it that way as I encourage my teammates every game and get a lot more honor than I used to :D!

However, A month ago I was locked from any key fragment rewards and it takes forever to get champions through capsules. I get it I don't deserve rewards to teach me a lesson and all that... but it's been a month of constantly getting 2-4 honor a game sometimes less, but most of the time I get a fair amount of honor and I play a lot of games too. So why am I still locked from gaining key fragments/honor level? It's getting a bit absurd.

THE QUESTION: Do you think that the amount of time it takes for formerly toxic players to get rewards after their suspension should be shorter, longer, or remain the same?

Currently it takes a long time after a chat ban/Suspension to get rewards again. At least it seems that way, which almost makes me just want to buy my champ on another account and 1 trick to ranked again. I could have had a new account leveled in the time I've played waiting for rewards again...

If someone is behaving, give them rewards. If someone is misbehaving, don't give them rewards. The past is useless. Current behavior is what matters the most.
