Riot's Broken Punishment System

Ok so after my own problem with this I wanted to discuss it.

Ok, It's pretty obvious that you should be punished for toxic behavior. There's no excuse for raging at a teammate, cursing, or ruining the game for the other players. However, sometimes it happens. We're all human and we experience negative emotions for whatever reason. You're still accountable for the toxicity though and the way Riot punishes you is by resetting your honor level meaning you won't be eligible for end of season rewards if you aren't able to climb back to honor level 2 by the end of the season. This is where the problem starts. It's no secret that it takes hundreds of games over a couple of months to go from honor level 0 to 2. If you get punished near the end of the season, you will have no chance to climb back in time for the end of the season. If you get punished in January though, you have the opportunity to climb back up. Why is it that everyone isn't given a fair opportunity to do this. The time you get punished shouldn't affect your ability to climb back up the honor levels. Someone one report away from a permaban could get honor level 2 if he has the available time to do so. Another person who only gets 2 chat restrictions but got them during September will not have the same chance. The point is, even though one of these players is more toxic and obviously more deserving of losing out on rewards, the one who isn't as toxic will be penalized more heavily based on something unrelated to their actual toxicity.

Once again, I am in no way justifying or condoning toxic behavior. I just believe that everyone who does get punished has an equal opportunity to redeem themselves. Also, I'd love as many responses as possible to make my arguement known.

Getting out of a punishment requires effort and time. Unfortunately as it gets closer to end of season that time becomes sparse. It would be unfair to give players banned later in the year fewer game/honor thresholds to achieve to get out of the same punishment.

If it takes 100 games to get out of honor 0 then it should take 100 games -- we can't lessen the sentence for only a certain group of people -- it isn't fair to everyone else.

Yeah I am one of the rare (apparently) people that tells people why they were banned when they ask (so i may be seen as some Rito defender, even though i dont even agree with their rules, i just explain them to people who dont get it), and also thinks its kind of messed up that getting a chat restrict on october 25th hurts you way more than getting one in May. It just doesnt make sense to me. I totally get you. And I dont understand people's reasoning for why its okay and makes sense. I was surprised the first thread i saw discussing this very thing (yes its been mentioned many times) was heavily downvoted and full of people who disagreed with the OP.

Constructive criticism is welcomed. If possible, I want my argument to be considered by developers. Any opinions regarding my complaint are fine. I'd like to know why you either disagree or agree.
