So, since your poll is biased and not worth voting on, and half of your post is complaints best reserved for the Gameplay board, I'm just going to respond to the points that pertain to Player Behavior.
- Why can't I flame trolls/intentional feeders/whoever I want? - Because of two big reasons. Firstly, you agreed not to flame, period, when you agreed to the Terms of Use when you first booted up the game, and every time you agree to the End-User License Agreement (EULA) following a new patch. If you didn't read them before agreeing to rules you apparently don't agree with, that is your problem.
The other big reason why you're not allowed to flame trolls and intentional feeders is, it literally doesn't help anything at all whatsoever. Flaming a troll is feeding a troll, and by flaming them, you're letting them win. You're giving them exactly the reaction they wanted out of you, as well as the satisfaction of knowing you're going to get punished because you couldn't be rational about it.
Beyond that, there are other smaller reasons, which, my personal favorite to tell people is that; You are not the judge, nor the jury, nor the executioner. You don't get to decide who "deserves" anything, and you sure as shit don't get to serve as the arbiter of whatever "punishment" you think you're inflicting on someone who, by the way, legitimately does not give two shits and a rat's ass. They want you to do it. You're giving them what they want.
Only Riot gets to decide who gets punished, and what punishment gets applied. All you're allowed to do is ping them that you think that someone is breaking the rules. That is your only contribution to the punishment process. Don't like it? You'll just have to bite.
- Why do trolls/feeders/unskilled players get off scott-free, then? - Well, to start off with, there's no rules against not being great at the game, or having an off-match. You had to suck at one point, too, and you can't say you don't have the occasional off-match where you wind up looking like a, to quote you, "bonobo".
Beyond that, trolls and intentional feeders do not get off scott free. If you report them, and they were in fact trolling/feeding, and Riot can see it without a shadow of a doubt, they will get punished, and the first punishment for gameplay-related offenses is always a 14-day ban from the gate.
If someone is "getting off scott-free", that's either because 1. It's doubtful that the player was indeed trolling/feeding, and it may take longer for the offense to be verified, or 2. you reported someone who wasn't trolling/feeding.
- Why do people get so worked up over words? It's the internet! - Well, why do you get so worked up over a punishment for the words you chose to use? They're very clearly against the rules (Riot does not condone hate speech), so, why get so hot and bothered over the natural consequences of your actions? It's just a game, bro.
See how big of a double-edged sword that argument is? Just as easily as you can say "it's the internet" or "they're just words", I can tell you "it's just a game, don't get so worked up over it."
And besides, it goes without saying that hate speech is unacceptable in decent society. You know full well how the word is used and why it's considered hate speech, so the repercussions for using it are wholly your own to suffer if you do use it.
- The only people who care about the game are those who are upset/I'm only toxic because I care! - Normally, I try to maintain some level of tact, but I'm just gonna say this point-blank.
That's bullshit.
If you cared about the game, you'd adhere to the rules. You'd report the trolls/feeders/toxic players you run into without stooping to their level, and not act like you're the sole arbiter of punishment in League.
Granted, there is something to be said about caring in one's own, misguided way, but by and large, my point remains: If you really cared about the game, you'd adhere to the rules so you can keep playing it.
The people who truly care about the game play at their best despite those who would wish to sabotage the game for them. They bite their tongue rather than let themselves slip and become part of the problem. They trust in Riot to act in the best interests of the community, and don't rashly throw out hate speech when they get pissed off.
