Report system falling on deaf ears.

I've played a good amount of league lately and am currently pretty gridlocked in low plat. I've been running into a crazy amount of toxic players around that MMR. With actual griefers, not just the average bad player your run into that is at least attempting to play the game, but actual toxic players that are running it down mid lane and proclaiming that the current report system won't ban them anyway etc etc. And sure enough it seems like most go without consequences. I want to say that out of 10 games, maybe 3 or 4 are pleasant. Outside of that, it is someone giving up at 4 min because we are down 2 kills at bot lane, there is someone that afked, or someone is starting to run it down. Are other people having similar experiences? I think the more odd thing that i've noticed about these people is that they will be on a pretty good streak and randomly decide to play something different. Like they will have 6 games played with like 80% winrate on an adc and randomly thing they can play vayne at the same level and sure enough they lose hard. But this how now consistently been my games. More so since the revert on positional queues but I'm assuming that is just coincidence. I guess I just wish the system was harsher and independently reviewed but I guess that would just take too many resources with the amount of reports that happen just because of a loss vs there actually being a toxic player and the amount of games being played. It just really feels like there could be a better way to clean up the community than just leaver buster.
